In 2006, the people's well-being stood at the center in our efforts to build a harmonious province. The funding assurance mechanism was put in place to facilitate the implementation of compulsory education in the rural area. Guangdong Provincial Government allotted 1.35 billion yuan for compulsory education in the rural area, benefiting 10.25 million students and becoming the first province in China to offer rural compulsory education without collecting any tuition or miscellaneous fees from the rural students. About 12,000 students from the poverty-stricken families in the rural area attended vocation schools free of tuition. And Guangdong province was the first one in China to offer retired servicemen professional skills training courses free of charge. Additionally, 480,000 rural laborers attended training programs for professional skills and Intelligence Program for Helping the Poor. And 860,000 surplus rural laborers had been shifted to work in non-agricultural sectors. The employment assistance system further improved to cover both urban and rural area in the province, which helped to find jobs for 325,000 rural and urban families, previously with none of family members employed, and people aged from 40 to 50. The subsistence subsidy for both rural and urban residents increased while the allowance was also raised for the disabled servicemen and family members of servicemen and martyrs. Up to now 1,720,000 people enjoy the subsistence subsidy. The rural medical cooperative at township level had achieved a 100% coverage rate with 61.5% of the rural residents joining the medical cooperative.
