The Objectives of the Service Outsourcing Program
It is expected, during the "eleventh five-year plan" period, to establish ten service outsourcing base cities that have certain international competitiveness all around the nation; to facilitate 100 world-renowned multinational enterprises to transfer their service outsourcing business to China; to foster 1000 internationally qualified large and medium service outsourcing enterprises; to create favorable conditions for taking over international (offshore) service outsourcing businesses; to raise service values; and to double the service outsourcing volume of 2005 by 2010.
Initiating the Construction of "hina Service Outsourcing Base Cities"
The Ministry of Commerce and the Ministry of Information Industry will choose a group of cities that have certain service outsourcing basics and potentials for development to be "China Service Outsourcing Base Cities", provide them with support in macro policies, planning and designing, fostering of personnel, attracting investment and overall coordination etc and meanwhile set up a special fund for supporting the construction of these base cities.
China Development Bank will cooperate with the Ministry of Commerce and provide the base cities with policy-related loans for the construction of a public service system, public information network, infrastructures and an investment environment which are necessary for supporting the development of the service outsourcing industry.
